Looks pretty balanced, in my opinion (not sarcasm). Very, very high hp; mediocre attacks, and the whole two-prizes thing. One shotted by mew prime every time.
There are no real psychic energy accelerants except for Jirachi/Shaymin... which is quite underwhelming. Perhaps Mewtwo/Jirachi/Chandelure (with dodrio for free retreat?)
Why do you think this card will be uber/terrible?
