Can I still get mewtwo in FireRed without doing all of the sevii islands?

because in gamefaqs it says you need to complete the sevii islands quest.

But I think that two of those islands(or more?) are only accesible via event.

So can I still get inside the cerulean cave without doing the event islands or something?

Yes, the event islands are only Sevii islands for the sake of convience. You wouldn't want event islands and then Sevii islands. Also, you don't have to visit Seven Island to complete the quest.
