Houndoom ex is too valuable due to its prize count to be a miller, run a durant instead with rainbow energy and magma base if so. Why Aqua base anyway? The belts won't add much hp to bunnelby.

1) Houndoom works way better than Durant. Trust me, I tried both. Durant is too hard to set up, needing 2 energy. It also gets killed way too easy, and you can't stream scrape downs like you think. 1 energy for 1 discard & 2 (1 of which has to be a special) for four pales pales in comparison to an easy 1 energy for 2 discards.
2) You run Max potion and stuff to keep it from being killed.
3)Aqua base is to Lysandre up stuff that won't hurt you, like Shaymin. If you attach a head ringer and play aqua's base, it will be stuck up there. It gives you more turns to discard opponent's cards and energy, and keeps Houndoom from being killed.
4) well, 100 HP is better than 60. I am considering switching them for assault vest and/or hard charm though

belt is best as it is still essentially 100 with assault vest and 80 with hard charm

But what about for Houndoom? Would the ones that block damage end up blocking more than belt adds?

Against toad, assault vest is the right answer. But against other things... I'm not sure.
 
Belt is the wrong choice. Let's say you belt 2 houndooms. If I was your opponent, knowing you won't attack, I'll be going for 170 HP's. I'd 170 shoot one, Lysandre up the other next turn, play startling megaphone which KO's the now benched one and attack for another 2 prize cards. The charm over belts in this case. I think you'll be ok with houndoom's over Durants, but I'd go bunnies first until you can setup some head ringers and hit him for some energy removal before throwing a tasty 2 prize card Pokemon as your active. I'd also run another delinquent. That's an easy 3 card mill if it's not prized. Well worth using again and again with the VS seekers.

Also, maybe try taking away a bunnelby for a diggersby. It'd be interesting to be able to pull back 2 trick shovels or whatever you need in a pinch.
