Personally I would use the XY Promo Celebi over Koko, because of the Leap Through Time ability, and the damage counters are still there. But the rest of the deck seems cool!

I would cut the DCEs for 4 Grass Energy: it makes no difference because it is just spreading the damage the same as Koko. And do you really want to be Ocean Cycloning if the DCEs are there for that? That attack is garbage.

EDIT: Oh, and also, Celebi has Theta Stop, so it can't be picked off by Shurikens and Arrows.

Ah didn't think of cutting the DCEs (I'm tired). Celebi is good here then.

Instead of Grass, you can use rainbow energy, and that will allow Milotic to stay consistent.

Keep in mind its pretty expensive though.

You should add 1 Fini GX for the GX attack incase the active is the threat

I have the Guzma and Counter Catcher for that. You can switch in a useless Pokémon and then shuffle their old Active :)

Noted that but if you want to bench them you also have to get rid of the last Pokémon standing on the opponent's side of the field. Milotic cannot do that and you do not really have a decent attacker to knock them out in one hit. Beawar GX has an attack that allows him to shuffle the last Pokémon standing on the opponent's side of the field back into their deck. That would allow the deck to win by benching the opponent. Maybe something like Milotic with either Beawar GX or Sylveon GX? It is just an idea but the deck looked like it attempts to win by benching the opponent before the opponent had the chance to take six prizes. Please correct me if I am wrong on this.
 
I would focus this deck on disruption and milking your opponent. I don't think the point of the deck is to win by benching out your opponent. Counter Catcher is a crazy good card in this deck, and will be so good for taking out their setup active pokemon. Remember he has to take a prize card and if you hit heads with Celebi that won't happen. I'm not trying to discourage Celebi in fact I think it is better, but that is something to consider.
