Ruling Miscut card legality

Are cards such as this: 1ci6UXs.jpg
Legal in tournaments. I'd assume no, because the HP and name are obstructed (and confusion as to if this is a Groudon or Camerupt), but at the same time it's also unfair as a card like say Tapu Lele could be completely useless because of bad quality control. If no, are you allowed to use it with a reference of some sort? I couldn't find anything online with the answer..
 
I know for a fact that you cannot use it. It is classified as a "marked" card unfortunately.
Technically using opaque sleeves would negate the marking of the miscut back, also, some cards have miscut fronts and regular backs, meaning the card wouldn't be marked
 
Bit late to this.. but for future readers....
I am a judge and I play misscut cards in my decks...
The card must have the following information.
Card name, Set #, retreat cost, attacks, and all pertinent information must be clearly visible. Since you cannot see Groudon in it's name then it is not a legal card...
You must also play with completely non-opaque sleeves (if we can spot it during a deck check from the back, it would be considered marked)
