Can Moltres's pokepower search the deck for 2 basic fire energies and a rainbow/multi? Or 1 basic and a double rainbow?

No, becuase it searches the discard pile.

And either way, no. Rainbow/Multi Energy only provides all colors while it's in play. So it's not a Fire Energy while in the deck or discard, and thus can't be selected.

Nope. Read it.

Double Rainbow Energy can be attached only to an Evolved Pokemon (excluding Pokemon-ex). While in play, Double Rainbow Energy provides every type of Energy but provides 2 Energy at a time. (Has no effect other than providing Energy.) Damage done to your opponent's Pokemon by the Pokemon Double Rainbow Energy is attached to is reduced by 10 (before applying Weakness and Resistance). When the Pokemon Double Rainbow Energy is attached to is no longer an Evolved Pokemon, discard Double Rainbow Energy.

It doesn't say it does anything while not in play. Hence, that's exactly what it does -- nothing. It's a piece of paper and that's it.
