Well, those first battles with the starters aren't always counted. So, other than that, if you managed to make it over to the 2nd route without any battles and then catch a Sewaddle, boxing your starter immediately afterwards, then yes, it would be possible. However, if you do count the initial rival battle, then no, it isn't.

The only Pure Bug types in BW2 are like Karrablast, Shelmet, and Accelgor...

It's just part bug and pure bug that he is using not just Pure bug.

There are good Bugs in BW2. You could probably use a team like:

Volcarona (Special Attacker)
Heracross (Physical Attacker)
Galvantula (2nd Special Attacker)
Durant (2nd Physical Attacker)
Yanmega (Backup Special Attacker)
Escavalier (Physical Tank)/ Shuckle (Mixed Wall)

There are good Bugs in BW2. You could probably use a team like:

Volcarona (Special Attacker)
Heracross (Physical Attacker)
Galvantula (2nd Special Attacker)
Durant (2nd Physical Attacker)
Yanmega (Backup Special Attacker)
Escavalier (Physical Tank)/ Shuckle (Mixed Wall)

With sewaddle or venipede until you get some of those.
