Can I use MooMoo Milk even though I don't have any damage counters on any of my Pokémon?

No. You cannot play a trainer or supporter card for no effect. You can fail search cards because the deck is not public knowledge, but cards such as moomoo milk or switch cannot be played unless there is actually a use.
