Most Playable Set for 2017 Standard Rotation

So I am curious as to which set has the most playable trainers/pokemon for the 2017 standard rotation.. I would like to get back to being competitive but curious as to what everyone thinks for the more competitive cards from which set.

Cards for a competitive or even just cohesive/enjoyable deck are spread out over a lot of sets. You're almost always better off buying your "core" Trainer cards on a site like TCGplayer for a few bucks and then either using what you pull or just going ahead and buying a decent deck from the start.
