Ruling Mr. Mime

I have a question about the Mr. Mime from Mysterious Treasures. Its pokebody; Airy Wall: If your opponent's pokemon that has 2 or less energy attached to it attacks Mr. Mime, prevent all damage done to Mr. Mime from that attack. If Mime Jr. is anywhere under Mr. Mime, prevent all effects of attack, including damage done to Mr. Mime.

So my question is this:
If the pokemon attacking has more than 2 energy attached to it, can it do damage even if mime jr is underneath it?

The wording of that is a bit off:

Poké-BODY: Airy Wall
If your opponent's Pokémon that has 2 or less Energy cards attached to it attacks Mr. Mime, prevent all damage done to Mr. Mime from that attack. If Mime Jr. is anywhere under Mr. Mime, prevent all effects of that attack, including damage, done to Mr. Mime.

Anyway, it looks like the check for Mime Jr. only occurs after the check for energy on the opponent's Pokemon- meaning that if your opponent has more than 2 energy, the body is skipped completely, including Mime Jr.'s effect. I could be wrong, but I'm assuming it would be completely broken to have an evolved Basic be completely immune to damage and effects.

While we're on the subject of Mr. Mime, if I were to bring up a fully charged Rayquaza against him, use Sky Judgement, and discard all energy attached to Ray, would the attack do damage? All requirements to do the attack are done before calculating damage, but Mime's attack could check for energy only at the time the attack is announced (or it could be a continuous check that stops all damage the moment a Pokemon has less than 3 energy).

Well, let's get some accurate wording:

(Poke-BODY) Airy Wall
If your opponent's Pokemon that has 2 or less Energy cards attached to it attacks Mr. Mime, prevent all damage done to Mr. Mime from that attack. If Mime Jr. is anywhere under Mr. Mime, prevent all effects of that attack, including damage, done to Mr. Mime.

Note the underlined "that", which obviously refers back to the first sentence.

If your opponent attacks with 3 or more Energy attached, Airy Wall does nothing, regardless of whether Mime Jr. is underneath.
