if my opponent doesn't have a basic and i put all prizes and stuff down but i haven't put a basic down and i top deck a basic can i put that one in the active position??? thanks

You put down your Basic Pokemon BEFORE putting down prizes. So no.
Both of you would reshuffle and draw new 7-card hands. Neither of you would draw an extra card.
