Ruling Mulligan (clarification)

I recently posted a question about a mulligan. I guess I worded it wrongly; what I meant was that he pretended to have a basic pokemon when he didn't by placing a different card face down, is that legal? He returned the same card back to his hand (without ever drawing from his deck) and showed me that he had no basics once I had played my basics. It was just so that I played my basics as if he didn't get a mulligan. It isn't really a big deal I just don't know if it's legal. I hope I worded it in an easier way to understand this time.
