What happens if neither play gets a basic pokemon during their first hand draw?

Also, weakness, and then resistance, correct? (it's been a while since I've played)

final question: When a pokemon is confused, and gets hit for 30 damage when it's owner lands a tail on a coin, is the pokemon still confused?
 
If neither player gets a basic on their first try, both players re-shuffle and draw again. No mulligans are given.

And yes, weakness then resistance. Typically, damage gets added first, and then damage that gets reduced is second.

And finally, yes. The pokemon remains confused until it either Evolves, retreats, or is KO'd.
 
Just as a reminder, a Confused Pokémon does not hit itself for 30 damage, you put 3 damage counters on it, which is different ;)
