If my opponent mulligans do I draw my extra card before or after putting my cards prize down?

Also do I have to take the extra card? I know in most case you would take the card but say I want to juniper and don't want to discard an extra card do I have to take one?

You draw the extra card after you set your Prizes. And no, you don't have to draw the extra card.

As a note, mulligans have changed slightly:

It's still done after the prizes, but the process is different. If 1 player mulligans and the other does not, count how many times that player mulligans before getting a basic Pokemon. (During this time, the other player sets his Active Pokemon, and as many Benched Pokemon as desired.) When that player no longer has a mulligan, his/her opponent may draw 1 card for each time (so if there were 3 mulligans, you could draw anywhere from 0 to 3 cards - optional as always). However, if you want to set down any new Basic Pokemon, it must be from those mulligan draws. (If you had Basic Pokemon you had in your hand before, you must set them before the mulligan draws.)
