I don't really get what it does. is it just a rainbow energy without the damage?

Yes, its like rainbow energy without put a damage.

Yeah, you get every type of energy (Fire, Water, Grass, etc etc) on that card. You don't take damage like Rainbow, but you do get the Rainbow effect cancled out if you attach another special energy to the card (Even another Multi).
