Ruling Muscle Band and + Attacks

Okay, so how would Muscle Band work on Pokemon that have attacks that boost? As in, let's say this Torchic card. For it's Quick Attack, How would it affect it? It's probably the weirdest question, but, I just need a little confirmation.

The effect of the attack is resolved first. So you flip to find out how much base damage you are doing. Then you apply Muscle Band's damage boost. So you'll deal 30 if you flip tails and 60 if you flip heads in that instance

To clarify, figuring out the base damage is not considered an "effect of an attack", so you would still flip for damage against a Pokemon that blocks effects of attacks for whatever reason.
