Ruling Muscle Band / Dragon Vortex ruling

If I have a muscle band attached to Kingdra. Would "Dragon Vortex" do an additional 20 Damage for each?. Or only once? Same question for Tri-Bullet. Would it do 50 three times, or 50 once and 30 for the other two?

The 20 from Muscle Band is applied at the end of the attack, so it would only add 20 more damage. Also Muscle Band would make Tri Bullet do 50 to the active and 30 to the bench.
