Ruling Muscle Band Question!

Hey guys, i just wanted to clarify, the tool muscle band i know doesnt work for moves that place damage counters, but what about moves like Charizards split bomb, or registeels triple laser that target specific pokemon? would muscle band work for those? say you target the active and a benched poke with charizard, would muscle band do 60 to the active, and 40 to a benched poke?
