Ruling my stupid question

doesn't electivire lv x always prevent damage?

cauce if your opponent has no tools or stadiums if you discard none you did discarded evrything.

could someone plz tell me what happens???

no, he does not always prevent damage. Discarding tools and etc is something you must do in order to provoke the effect of no damage.

Really, it should be worded more along the lines of, "If you discarded any cards then prevent all effects of attacks including damage done to Electivire." The wording makes it seem like you can discard none and still take no danage but it means that if you discard any cards with the effect then you take no damage. Basicly, if they have no Tools or Stadiums in play, the effect does not take place. If they do, next turn you take no Damage or effects.
