Explanation of card counts:
4-3 Rayquaza:
3 Mega is enough for a game, while 4 basic maximizes my chance of starting with one and gives me an extra basic over a 3-3 line.
2-2 Zoroark:
Way more consistent than a 1-1 line, very helpful in the mirror, and useful overall for mobility and a non EX attacker. Also, 2 Zorua means 2 more basics.
1 Manaphy EX, 4 Waters:
A lot of players will try to Lysandre up my Hoopa EX with 2 retreat cost. If I can play Manaphy and have a Water in hand, I can negate that play. Also, 4 energy is more consistent for getting one in the discard for Mega Turbo.
3 VS Seeker:
Playing 4 makes my hand clunk up a lot early game. In a deck like Mega Rayquaza I want to be drawing as many cards from Shaymin as I can. 3 is enough to close out a game especially with Puzzle of Time, while ensuring I don't have 2 dead cards in hand early game.
2 Hex Maniac:
Drawing a lot of cards with multiple Shaymin and then playing Hex Maniac turn one going first to deny my opponent their Shaymins is very strong. Even outside of turn one, a lot of decks struggle against Mega Rayquaza with no abilities. 2 lets me use it way more reliably than 1 in a format without Battle Compressor.
The main cards I would like to add if I could find the space are a second Super Rod, a Pokemon Ranger, a Special Charge, and a third Mega Turbo. I used this list at an XY-on League Challenge and took second place.
