Ruling mysterious evolution

i have recently read up on the site that weedle with speed evolution can evolve first turn my question is since shelmet and karrablast have similar effects can they evolve first turn.

To add:

The reason you can use those attacks on your first turn legally is because you are using a card effect to evolve a Pokemon, instead of evolving through the normal means; card effect evolution is always permitted regardless of the turn. Rare Candy is also an example of evolving via an effect, though its power has been restricted as of late.

(Broken Time-Space is technically NOT a card effect which evolves a Pokemon; it merely removes the 1-turn downtime required to evolve a Pokemon normally.)
