Does this card count as a basic pokemon, or do you have to have other basic pokemon in your deck? What do people usually use?
 
mysterious fossil counts as trainer when it is in the deck, your hand & in the discard pile.....
it will only be count as pokemon when you put it to the bench or something like that....
some people use mysterious fossil in their deck together with kabutops(HP) plus with strange cave as a backup BUT some just use strange cave only....

A. Yes, you can start with a Fossil Trainer card as your Active Pokémon, at the start of the game. (Oct 2, 2003 PUI Rules Team)
you can start with fossils, this will change when DP comes out, but you still can, remember that, please, I've heard too many "you can't play with fossils in your starter hand" already, this is still what the compendium says, so this is still how it is rules, end of discussion
 
Sigh.... I did this before... Did you even READ the second part of the question? You can start with a fossil IF you have another legal basic. The answer would have stated that, but it's redundant cause the questioner has stated that it is part of the conditions.

BTW, if you're using the LM fossil deck, use Corsola.
