well you can't in a Modified format. The new Modified format is EX: Deoxys and up.

But you can still use the cards in the Unlimited format where you can play any card from any set except Ancient Mew and a few others i believe.

These are the sets: Deoxys, Emerald, Unseen Forces, Delta Species, Legend Maker, Holon Phantoms, Crystal Guardians. You can only play these sets in a tourny unless the rules of the tourny state otherwise.

Yes, of course it can. No problem, u can just check the text on the card, as long as the name of the pokemon it evolves from matches it can be used regardless from which set it come from.
