Ruling new weakness question

my friend was in a friendly tournament and he said that his empoleon was against his opponent pichu the one from power keppers and pichu used cry for help and he said that since empoleon's weakness is +30 cry for help does 30 damage but i think weakness only aplied that attacks that take atlest 10 damage

correct me if i am wrong

If the attack has no base damage, there's nothing to add to. Weaknees is not applied if an attack does no damage..
