Strategy
The strategy is to get out Ninetales and set it up with Amoonguss or hypnotoxic laser to have Ninetales do 120 damage with hexed flame for 1 fire energy. Virbank, plus the status conditions that Amoongus and hypnotoxic laser cause will inflict more damage. I also included Mr. Mime just as bench protection for Amoonguss. I added a Mewtwo EX just in case Ninetales fell through, as it really only has 90 hit points so Mewtwo would be a last resort cheap attacker.
