Looking closer for non mainstream or hype cards, this deck idea comes obvious in my mind.

Strategy: After Vileplume goes out all you will need is energy and evolutions on your hand. Pichu is there to fill your bench with basics and PETM to get evolutions. Lvl ball to get some things earlier.

Well, the basic strategy is to use Vileplume to lock, Dustox with a single {P} to put conditions on defending, and Ninetales to inflict 170 dmg if everything goes well. They all need 1 energy to retreat, and you'll need to retreat a lot, thats why Cilan and FSL, to keep your hand with backup energies.

[P][C][C] Aerial Ace: 50+ damage. Flip a coin. If heads, this attack does 30 more damage.

Stage 1 – Evolves from Vulpix

Ability: Bright Look
You can use this ability 1 time, when you play this card from your hand to Evolve a Pokemon. Choose 1 of your opponent’s Benched Pokemon and switch it with his or her Active Pokemon.

[R] Cursed Flame: 20+ damage. Does 50 more damage for each Special Condition on the Defending Pokemon.

Well, you can try Dodrio to retreat, but I don't know what to take out.
 
There will be a rotation with Black and White on so Vileplume wont be legal so this deck wont work unfortionately :(
 
I would consider dropping the Vileplume line. For 2 reasons:

Vileplume is not tournament legal come September, and this deck doesn't even need a trainer lock, especially if you give it a a few tweaks.

I've been thinking about this deck for a while now, considering building it after I've had my fun with Registeel and Ho-oh, and even though I'm not building it now I want to give you my vision of it.

Make it BW-on, drop the Vileplume line, the Pichu, and the PONTs, PETMs, and FSLs. Consider adding the Sporprise Amoongus line from NXD as your bench tech instead of Vileplume. I say that because consider this scenario:

You start with Vulpix and a benched Foongus T1 and you have a Blend Energy {R}{P}{D}{G} in hand along with your Ninetales and Amoongus. I know its a bit to ask for t1 but just roll with it. Anyways since you didn't get your Wurmple for the Dustox bait and switch, on t2 you evolve into Ninetales and bright look a benched victim, then you evolve into Amoongus and give them Poison and Confusion. Now you play your trusty De-evolution spray to put Amoongus back in your hand, and knock out that pokemon with 120 damage, or seriously hurt the EX. The next turn, if they didn't die or switch out you can just hit em again, or if they did die/switch just Sporprise again and repeat. It works fast as an alternative to Dustox and Confusion is a nice flippy lock perk.

This allows your deck to reach 2 goals for winning, either the Sporprise donk, or the long haul with Dustox sleep support. And getting rid of Vileplume frees up all of your supporter and item choices to make this deck somewhat consistent. Also can work on that 6{R} and 6{P} energies, consider using the Blend Energy {G}{R}{P}{D} and drop some or all the {P} for it, since Dustox is now a side goal along with Amoongus, Ninetales having energy is a higher priority.
