Ruling Ninja boy ex to non-ex

If I was to have, say, a venusaur-ex in my active slot and my opponent had a dialga-ex from phantom forces active, and used his chrono wind attack to stop my venusaur from being able to attack. Then, if I used ninja boy on venusaur to switch to a non-ex, would i be able to attack with that non-ex because dialga's effect only applies to ex's or would the no attack effect stay in play?

Ninja Boy states that all effects remain on the new Pokemon. In this case the effect that remains says "If the Defending Pokemon is a Pokemon-EX, it can't attack..."

If you Ninja Boy into a non-EX Pokemon, that effect remains; however, as it it no longer a Pokemon-EX, it can attack.
