Hello, I would like to take this deck for fun at Italian national tournament. I am aware that it is not competitive but I would like to avoid stalling.

Strategy:

Locks your opponent's hand with Vileplume to do damage with Noctowl Break. Dodrio in the bench makes a possible exchange with my active Pokemon or to avoid the enemy Lysandre card.

-4 Fighting Fury Belt (Fighting Fury Belt can only be attached to Basic Pokemon - which you've got none you should be attacking with - and it is an Item card meaning you won't be able to play it most of the game.)
-1 Virbank City Gym (I don't really think this is worth the space, especially with only a single Laser.)
-1 Hypnotoxic Laser (As an Item card, you probably won't be able to play this most of the game anyways...)
-2 Pokemon Fan Club (Bridgette would be a superior card choice as it can get three non-EX basics out oppose to just two. Another option would be to add a single Winona, as it can fetch 3 of the 10 [C] cards in your deck.)
-1 Noctowl BREAK (I'm a bit skeptical with adding this, as it is a high Enegy cost and effectively a Stage 2 - I feel like it would be worthwhile to add a Miltank instead.)

+2 Bridgette (Superior Fan Club.)
+1 Miltank FLF (To replace Noctowl.)
+2 Team Flare Grunt (I think any form of disruption deck needs a few copies of these, as it severely hurts your opponent.)

I had thought of Noctowl BREAK for HP increase. It's not convenient? And then it would do more damage than Miltank or not?

The issue with Noctowl BREAK is that a) It will drag your consistency down and b) It takes an extra turn to evolve. The HP Boost is nice, but not necessary. The damage output could be useful, however it requires two/three Energy attachments - which is pretty high - and it may not be worth the effort. However, it may be worth testing a single copy of the BREAK in your deck, and note if you find that you use it much or not.

It occurred to me now that in May the XY10 expansion will be available: Is Random Receiver as good as a card for this deck?

Hmm, possibly, though you would need to thin your Supporter line down a little bit and that may not be an option in a deck without VS Seeker. I would say that Trainer's Mail will probably be more advantageous in the long run, anyways.
 
I came up with another thing: if I put 3 Sycamore, instead of 4, to put 1 Xerosic? I noticed that many decks play Head Ringer.

Sycamore would need to be in high counts, since it or Bridgette really should be the first Supporter you play each turn. You could take out a Birch for a Xerosic instead. Also, Head Ringer can only be attached to Pokemon-EX, which you shouldn't need to be attaching with, so it's not something you need to worry about. Besides, your Vileplume prevents them being played except early on.

-1 Gloom - IMO, 2 should be sufficient

As an alternative, you could incorporate a single Super Rod.

Have you considered Winona to help get what you need?

Winona does the same thing as Brigette, but with Brigette I can choose to take Shaymin EX if I need it.

If you were to introduce any quality Fighting Pokémon as a counter to Lightning Pokémon, then you will potentially reduce the "consistency" of your deck due to additional cards (e.g., Fighting energy, Korrina, etc.) you would need to support your Fighting Pokémon. Remember, all decks will have bad match-ups.

As a possible alternative, have you considered Weakness Policy?
 
If you fear Lightning this much, there's also Altaria ROS.

Edit : By the way, you can grab Shaymin-EX with Winona too, along with two other Colorless Pokémon.
 
I'll try the deck that I changed with your help, and then I'll see if I find an improvement with Vileplume line 3-2-2 or the line 3-3-3.
