Non-evolving Basics in SV

Has anyone else noticed random non-evolving basics in SV?
I mean like, Turtwig but no Grotle nor Torterra. The worst part is, they're really bad cards...
I don't like this at all.
I got Turtwig, Chimchar and Hippopotas in the same pack the other day, not amused.
 
Yeah, they were a collection of Japanese promos, I believe. They just shoved them all right into SV. We had to get them eventually, really. It was only a matter of time.
 
It's because these cards from a Gift Set that came out in Japan. The gift set had cards like Turtwig, Grotle, but no Torterra. This is true for a number of evolution lines.

Be thankful only three of these cards from the Gift Set are rares. (the birds) However, I'd much rather get Relicanth instead of Arcanine...

The Gift Set is one of the reasons why SV isn't very good.

Yeah my friend pulled an Arcanine in his first booster... it is unspeakably rubbish. Quite incredible.
