Noob question about legal play decks

I didn't know where to post this, but what do the Modified Format Decks mean in the Deck Garage area? I want to build a legal deck so I can play legally with someone on redshark (ADD attack lol), but I want to make it tourament legal, any help?
 
Tournament legal decks only play cards from the modified format, which is Diamond and Pearl through Platinum: Arceus (through meaning all sets in between these two).

Any set from D/P and up.

Lol no problem, I need to update that anyways, I made this account before I really started getting into FFXI, I need to put him as my avatar, not just the standard BLM lol
