Ruling Not used to pay for this attack energy cost

what does it really mean.if we look at floatzel DP Water Gun attack
it does 40 damage wit 2 water e.but then this effect comes in.it says u can add up to 40 damage with every W energy u attached.
 
It means, when you have 2 Energy attached, it doesn't add the damage, but you need to attach even more Energies to get the extra damage.
 
So, that brings me to another question (sorry to derail topic) can you attach more energy than the highest energy attack cost requires? Like, if I have Magmortar and want to use Flame Blast (Does 20 damage times the number of r Energy attached to Magmortar) can I attach more than 3 fire energies in order to do 80+ damage? Or is there a limit?

Yes, you can. It's up to you how many energies do you want to attach a Pokemon. You can even attach all your deck's energy to 1 Pokemon... :D
 
Okay, thanks. That's what I thought.

I read something, somewhere (forgot what) and it made me doubt myself on this ruling, but it's good to know now *officially*.
