Ruling Novice question

New to the game - forgive silly questions.

1. If 5 pokemon are already on your bench are you permitted to swap a bench pokemon out for one in your hand? Or do you have to wait for one of your pokemon to be killed?

2. When applying weakness points, if the attacking pokemon has a star for his strength and the defender has water weakness w/ plus 10, does the defender add 10 points to that hit?

1.I believe you can't swap one out i'm actually positive you can't.
2.I'm really not sure on Q-2 you'll have to what to hear from other people.

1. If you have 6 Pokemon in play, you need to wait for one of your Pokemon to leave play somehow before putting another Pokemon on your bench.

2. You determine if a Pokemon has Weakness to another Pokemon by checking if the symbol(s) (if any) under a Pokemon's Weakness match any symbols in the upper right corner of the attacker. So if the defender had a Water +10 Weakness, the Attacking Pokémon would have to be Water-type, and any damage the defender would take would get 10 damage more added onto it.
