Please suggest any changes because of format and improvements! The strategy is to get silver mirror onto suicune if facing a plasma or ex deck, and use keldeo if not. Thanks!

Strategy

Suicune and Sigilyph both have safeguard, which stops ex's from doing damage to them. You also aim to stop team plasma pokemon from dealing damage to Suicune or Sigilyph by attaching a silver mirror to them. You can use Elsa to get the necessary tools. You can also use Kangaskhan to get Suicune and Sigilyph at the start. The toolbox Sigilyph is in it so that if you are facing a plasma ex deck, you can attach silver mirror and silver bangle to it.

In reviewing your list, it seems that you have several themes running concurrently:

  • "Wall / Shield." The Sigilyphs And Suicunes can shield you from opponents' EX Poke attacks. Given you have both P and W type Poke, I suspect you would match-up against the defending Poke accordingly. In conjunction with these Sigilyphs, you've also included Silver Mirror to also some shielding from Team Plasma Poke attacks too.
  • "Offense." The Bouffalant, Froslass and Keldeo EX will generally provide the most damage output.
Some comments regarding your Poke:

  • You also have 17 basic Poke listed. In many cases (checkout other players' deck lists), you would observe that players will likely hover around 9-12 basic Poke in their decks. I believe you definitely need to streamline your Poke into a more effective group. For example, do you really want to take advantage of Froslass' Blizzard attack? if so, that decision would impact your deck. Also in today's game, players will take advantage of "energy attachment acceleration (EAA)" which helps players get more energy attached faster than "normal" (i.e., manually attaching 1 energy per turn). Top decks like Blastoise, Darkrai, Fairies, RayBoar and VirGen ALL have a way of performing some type of EAA - which yields tremendous game advantages. In this case, you'll need to manually attach energy once per turn... But, you can utilize some cards that can proivide some limited EAA.
  • Consider streamlining your deck's Poke to (just 1 example):
    • 3 Bouffalant
    • 3 Keldeo EX
    • 2 Suicune
    • 2 Sigilyph (Safeguard)
    • 2 Sigilyph (Tool Box)
Although Froslass has a nice attack, it only has 90 HP which most decks' main Poke can easily 1HKO. Kangaskhan (I really like this card for bench setup) has only 2 dedicated slots, but there are 15 other basic Poke in the deck. So, the odds of your starting with this particular Poke are very small. So, this Poke would not be very effective.

Further, by reducing your total Poke count, there are now card slots available for other helpful cards to help you get setup faster.

After you decide what you want your deck's "core" to be, you can get more improvements.

Some comments regarding your Trainers:
  • You have 1 strong card-draw Supporter set, Professor Juniper. The Caitlin will not provide you with a "consistent" effective card draw; so, I suggest you replace all of these with Colress, N and/or Shauna. If you were to review many decks, you'll see that players will tend to have some combination of 11-13 card-drawing Items/Supporters most likely consisting of Bicycle, Colress, N (used a lot for oponent's hand disruption too), Professor Juniper, and Shauna.
  • You have no Poke search cards. Level, Heavy, and Ultra Balls are all Items and used primarily to get needed Poke.
  • Xtransceiver from the NV set is no longer "legal" in the current Modified game format.
  • Although you included Silver Bangle, they are only effective against EX Poke. On the other hand, Muscle Band (+20 damage) can be used universally.
  • Super Potion was released with the new XY set and it can heal 60 damage vs. Potion's 30.
  • Your commitment of 3 card slots for Elesa which ONLY gets Tools can be better utilized by replacing Elesa with Skyla which can get ANY Trainer (which includes Tools too).
  • You have no energy search cards. Professor's Letter, an Item, can be used quite helpful in getting needed basic energy (you can get up to 2 from your deck), especially when you are running 2 types of basic energy in your deck.
  • You have no Poke recovery cards, for example, Super Rod.
  • Silver Mirror provide, at best, "limited" protection since those can be easily Scrappered away before you opponents attack...
  • Consider streamlining your deck's Trainers to (just 1 example):
    • 2 Colress - card drawing; really good if your deck tends to have/want a full bench of Poke.
    • 4 N - card drawing and disrupts both players hands.
    • 4 Professor Juniper - card drawing.
    • 1 Shauna - card drawing.
    • 1 Dowsing Machine - ANY Trainer recovery from your discard pile.
    • 2 Energy Switch - to help provide some EAA or preserve attached energy before a Poke is KOd.
    • 2 Float Stone - primarily for Keldeo EX (Rush In) for easy, no energy retreat when you need to get your active Poke back to your bench.
    • 1 Level Ball - Poke search.
    • 2 Muscle Band - Incremental damage output.
    • 2 Professor's Letter - energy search that can replace Cilan; so, you can play another Supporter during turn.
    • 2 Skyarrow Bridge - "counter" to your opponent's Stadium.
    • 2 Skyla - Trainer search.
    • 2 Super Potion - Poke damage healing.
    • 1 Super Rod - Poke and/or energy recovery.
    • 2 Tool Scrapper - needed to remove opponent's Tools (especially if he/she) runs Garbodor
    • 2 Ulta Ball - poke search.
Through playtesting, find the "right" combination of card-draw Items/Supporters that work best for you.

Just 1 comment regarding your energy mix:
  • Add 2 additional DCE to maximize your chances of drawing into one when needed.

By the way, before you try to get the cards, consider making some card proxies first and used those in your deck for playtesting. That way you can identify the cards you actually want to trade for/buy.
 
Oh doing damage? How?
The Answer is Garbodor

And myself and others are using this sludgy goodness to our advantage.

The problem with this list is that Garbodor can just mess up your entire strategy. You only run 1 tool scrapper, that is your biggest mistake. You need to run 2 or 3 if you are going to be doing a lock/block deck.

If I get out a Garbodor out, you are done. Most Garb decks run 3-6 Tools. after you used your scrapper, I'll just throw another tool on giving you only a 1-2 turn frame where you actually have abilities, after that, say goodnight.

Once Garb shuts you down, you don't have much of any other type of offense attacker other than maybe Bouffalant. But since XY, a lot of decks are running some powerful non EX attackers (Xerneas, Yveltal, Delphox, Kingdra-Greninja, Trevenant-Accelgor, etc.) Getting a Keldeo to Secret Sword for anything above 100 without a Blastoise is slow and is not an ideal attacker.

So to point out this major flaw in your deck, we'll need to adjust the kinks:

Removals
Remove the Bad Supporters: Catlin (Terrible supporter, only good for restored pokemon), Cilan (why take waste your supporter for turn for 3 energies when you really only need a professor's letter for 2 energies?), Elisa (grabbing 3 tools isn't any good unless your focus is Toolbox Sigilyph & Tooldrop Trubbish)
Remove bad Trainers: Xtranceiver( It isn't even legal anymore, that was Noble Victories), Potion (use Max potion or Super Potion), Pokémon Catchers (You don't need these in the deck when blocking honestly)
Remove Pokémon: Toolbox Sigliyph, you honestly don't need it because a Silver Mirror on a Safeguard Sigilyph is better than a silver mirror on a loaded up tool'd Sigilpyh.

Add in:
More Tool Scrappers
Add Better Supporter Line (N, Skyla, Shauna, Colress are all good supporters)
Better Trainer Cards Ultra Balls, Level Balls, Float Stones, more switches, Hypnotoxic Lasers& VirbankCityGym (If you have room), Super Rod,
ACESPEC Computer Search, so HELPFUL. If you cannot get your hands on a Computer Search, Use a Dowsing Machine, Scramble Switch or Scoop-Up Cyclone]
Better Staple Pokémon: Mewtwo EX for 1 DCE can Hit 40 + # of energies on opponent (has no damage ceiling), Latias EX (excellent blocker, prevents damage from pokemon who have abilities) Tornadus EX (from Dark Explorers) hits for possible 60 for 1 DCE and 100 for 1 DCE and an Energy
