Ruling Old cards?

In a sanctioned tournement, would you be aloud to use cards that have been reprinted or are going to be reprinted?

first one, yes. Second one, no. unless you bring proof that it WILL be reprinted.

You are allowed to use reprinted cards, but no, you cannot uses cards which are going to be reprinted. They must be legally released before you use them. So even though you know that they will be legal, you have to wait until that set is released to use them at sanctioned tournaments. The Professor/Judge should know that at the event if you're unsure which cards are legal or not.
