Is there anywhere I could buy packs for old sets, such as the base set and the fossil set?

They stopped making them a looooong time ago.
But you can buy singles off of Ebay or from someone.

Websites such as www.pokeorder.com sell older boosters, and I've seen large hobby stores have boosters of old cards as well.

Hobby store near me still sells Team Rocket Boosters for cheap. However, you'll be handing over a nice wad of cash for an original Base Set Booster (~$6 per Booster).
