So are you allowed to run the new and old Shining Mew (not counting rotation and old one not being in English) due to the old one having the Shining rule?

If you mean whether you can play 4 fates collide mew's and one "shining mew" then yes because shining effects the Pokemons name effectively making it a different Pokemon

Umm... no, all Gen 2 Shinings had a rule that said "You can't have more than 1 Shining _____ in your deck."
That's why started it with a question about the shinning rule dude
When these cards are released in English we will be able to give an official ruling. In regard to currently available cards, "Shining" is part of the Pokemon's name and you can't have more than one of each in your deck. In an Unlimited deck, you could have one Shining Mew, four Mew, four Mew-ex, and four Mew-EX if you so chose.
