Ruling Omega Barrage Clarification

Can I attack with AT Torchic (or any other O-barrage) twice, but play cards, use abilities and the like in between attacks, or must I attack twice consecutively?
 
Once you're in the "attack step" of your turn, you can't play any more cards from your hand, and there's no going back unless your opponent allows it (in which case any attacks you made never happened). Torchic simply attacks twice in a row; you resolve thes second attack immediately after the first. The only way there would be a "pause" in between the attacks is if you KO of your opponent's Active Pokemon, in which case they would immediately promote one of their Benched Pokemon to the active slot, you draw your prize(s) and then continue with the second attack.

1. Do you get to choose a different move for the second one?
2. Do you get to choose NOT attack second time?
3. What if this pokemon is confused and you get a heads in first flip. Do you flip again for the second attack?
4. What if this pokemon is confused and you get a tails in first flip. Do you get to flip again for the second attack?
5. What if an effect of first attack leave you confused. Do you flip for the second attack?
6. What if an effect of first attack leave you paralyzed/asleep. Can you attack second time?
7. What if an effect of first attack discards one energy from this pokemon and it cannot fulfill the energy requirement anymore. Can you use your second attack?
 
1. Yep, you can choose a different attack each time a Pokemon with Omega Barrage attacks.

2. Since Omega Barrage states the Pokemon may twice per turn, doing so is optional. If for some reason you only want to attack once, you are allowed to do so.

3-5. Each attack resolves independently of the other. You would flip for confusion for each attack; the result wouldn't affect the other attack. So, if your Pokemon with Omega Barrage was Confused, and you flipped tails for the first attack, you would still be able to flip again and attempt the second attack, and vise versa. The same rule applies for Sand Attack / Smokescreen effects, or anything else that would effect the outcome of an attack.

6. Nope. Once the Pokemon is Asleep or Paralyzed, it's no longer able to attack. If an affect triggered by your Pokemon's attack caused to become Paralyzed or Asleep, that takes effect immediately and the second attack cannot take place, though since this would likely occur after the first attack has already gone through, that wouldn't be undone.

7. As the attacks are independent, if you can't fulfill the energy requirement of the second attack after resolving the first attack, it can't be performed. However, since you are not required to use the same attack twice in a row, if there is another attack your Pokemon can legally use, then you are able to use that.
