Ruling P Groudon-EX and Mega Turbo

So, Mega Turbo is Dark Patch for M Evolved Pokémon. Would it work on Primal Groudon-EX? (and, by extension, to P Kyogre-EX)
P Groudon is a Primal Reversion Pokémon, but since so many people think Mega Turbo works on it, does it work?

Sure does. Primal Groudon-EX counts as a Mega Evolution Pokemon because its stage is Mega as denoted by the word in the upper left corner of Primal Groudon-EX's card.
