Ruling Pachirisu vs. Buffer Piece

Would the reduction of Buffer Piece be applied to the 40 damage Smash Short does, or would it be discarded first?

Well, if we went with the Electivire Lv.X ruling, then the damage would be reduced first, then Pachi would comense with the discard.
I assume we will have the same rulling as Electivire Lv.X.

First the damage is dealt. After that, any additional effect is applied.

i'm not sure about this...because the aditional 30 damege are an effect as well!!!!

No, the additional 30 is adding damage to the base total. Its used in determining the damage of the attack.
