Okay, so I was playing with my little bro yesterday and he used Lost Cyclone. So I'm wondering if when this power is used do BOTH players have to check their benches and send pokemon to the lost zone until they have 3 pokemon left or is the user of this power exempt from such an effect.

I would apprieciate any help as my little bro and I have been arguing about this ever since.
 
Yes, both players have to check their benches to see if you have to put any Pokemon in the Lost Zone.
 
Both players would check their Bench for Lost Cyclone's effect.
