Ruling Palkia Level X - Restructure

The card says that the opponent may switch my Active Pokémon with one on my Bench, and then I can do the same to my opponent. What happens if Palkia Level X is the only Pokémon I have in play (that is, I have no Benched Pokémon to switch)?

Will the oppopent be forced not to make a switch and I would be able to, or would Restructure not work and winds up having no effect?

If there stand your opponent MAY switch his active pokemon.... he can choose an you can choose...

What the topic creator is asking is if Restructure works if the Palkia player has no Bench.

And the answer is yes. Just because your opponent doesn't have an option doesn't mean you don't get to pick.

And it works in reverse, too; if the opponent has no Bench, he still gets to gust up one of your guys for free. And that can be a good thing, say you need to get out of there to avoid a nasty effect or something.
