Help Parallel City Question

Hi, I have a question. I was playing with some friends and here's the deal: I played a parallel city to my side to have only 3 benched pokemon, I had a Garbodor with 50 damage and I was playing against a Alolan Ninetales. My friend attacked the garbodor and according to him, he killed it because the reduce damage doesnt apply to benched pokemon, altough, it doesnt explicity say that in the card. I say that he only could do 30 damage, per se, my Gabodor would still live.

Parallel city says it reduces any damage done by water Pokémon, ninetales says it does 50 damage. Sounds like it should do 30 to me but I could be wrong.

Parallel City doesn't specify that the damage reduction only applies to the Active Pokemon, meaning that the damage reduction applies regardless of the attack target.
