Ruling Parallel City with Barrier Break or Mist Slash

How does Parallel city interact with mist slash from Greninja, or Barrier Break from Yanmega break?

Specifically the part about Parallel city about lowering grass/water/fire type damage, it did full damage in the online game, but obviously that's not a true test of anything

Damage is reduced from your attacks. Barrier Break and Mist Slash ignore effects on the target, but Parallel City is an effect on you. Note how it is applied before w/r instead of after. This is how you know it is an effect on the attacking Pokémon, as those are applied before w/r.
