Ruling PARALYZED?

No, of course not... otherwise the game would be pointless with everyone getting that card. Some cards can, but with relatively heavy costs or specific conditions.
 
Any attack that does damage + 100% paralysis could be considered broken imo. Even so, I think Beedrill is the only real option of making a deck with, possibly a tech for a stalling deck in which your opponent won't be grabbing prices anyway..
 
This isn't exactly "flipping a coin" for Paralysis check, though it's still unlikely to score Paralysis:
