Ruling penalty/ tournament procedure

Hi, I've only been to one tournament and so I'm not too familiar with how penalties work. I pretty much read the entire "Tournament Rules" and "Penalty Guidelines" but I'm still a little unclear. Say, a younger player is really nervous and makes several mistakes on his turn. He doesn't draw a card, he plays two supporter cards, and he knocks out the defending Pokemon but doesn't take a prize. The second player draws a card to start his turn and the first player realizes his mistakes and wants to take them back. The second player won't let him, and a judge is called.

How should something like this be settled? I know that for younger kids, rulings are to be less harsh as they are just learning the game, but the first player did gain an unfair advantage by using two supporters. Also, doesn't POP consider the second player to be at fault as well, for not keeping track of what the first player was doing?

Personally, I would give them both a caution, let player one draw his card and his prize, and then let player two take a prize if he chooses to. But this is probably not right. ^^"
 
You're correct in assuming that the opposing player is given a Caution for not paying attention. That's default.

Not drawing a card or a prize when warranted is something that's easily fixable - and is fixed with a Caution plus a simple fix - but as for the double Supporter bit, that's when things can get a bit confusing.

Mostly, it depends on what the second Supporter is, and if you can rewind the game state to before it was played. Take an example I had during a Cities; as HJ I was called over for a ruling during a Seniors game, and one guy thought the other had played 2 Supporters during his turn. It took me about 10 minutes to figure out if he had or not (I was counting prizes, discard pile, hand size - it was a bit of a mess), and ultimately I figured out that he did play a 2nd Supporter.
The problem, however, was that the 2nd Supporter was N. At that point, it became completely impossible to rewind the Game State and I had to issue a Game Loss to the other player - and it wasn't a decision I made lightly. (I ended up having a 10-minute talk with the boy's father after the fact about it, but I digress.)

If Juniors are involved it might be permissible to give a Prize Card Penalty instead in that case, but it all depends what the second Supporter was. If it was just a draw supporter like Cheren or Sage's Training, it's an easy fix - but if it's PONT or Judge, that's when it gets complicated. I'd say if that were the case, you'd give a Prize Penalty to the Junior plus a Caution to his opponent - but if you can rewind it, I'd give them both a Caution.

Like DNA said. For the not drawing a card and not drawing a prize that is easily fixed by having the player draw them. Since he already declared his attack he can't play the newly drawn card. As for multiple supporters in one turn... It depends on the second supporter. Juniper and Sage's (to an extent) can be undone. Collector and any search Support (twins would complicate things) can be undone. But anything that makes the player shuffle his hand into the deck can't be undone and should result in a game loss (depending on the level of tournament). Battle Roads would be a multi-prize penalty. Cities top cut would be an auto game loss. States and higher in any match would be a game loss. Also, in any case the opponent would be issued a caution for not paying attention to game state.

But again... It depends on what the second supporter was.
