I DONT UNDERSTAN THIS CARD.IT SAYS THAT SEARCH YOUR DECK FOR AN EVOLUTION CARD AND PUT IT ON TOP OF THAT CARD.CAN WE PUT A STAGE 2 CARD?

It says evloves from, does Charizard evolve from Charmander ? No. It's like Stage 2 on stage 1, stage 1 on basic.

This card doesn't have an English equivalent, so it's impossible to make a ruling on it. However, if it works just like Hidden Legends Jirachi, you should only be able to take Evolution cards that say "Evolves from" one of your current Pokemon in play, such as Delcatty for Skitty, Combusken for Torchic, etc.
