Ruling Phoebe's Stadium + Breloom

If I have a Psychic Pokemon that has a 2 Retreat Cost and Phoebe's Stadium in play and my opponent has a Breloom that can hit 120 if the defending Pokemon's Retreat Cost is zero, would it hit 120 or would it hit 60.

I think yes because the stadium makes its retreat cost zero.

I have been told no and yes.

I just want to have a final ruling on it.

it says pay so that means the pokemon still official that it has a retreat cost so the card says pay not sayin all phy takes away 2 retrat cost on the card right.

If the Retreat Cost is 0, Breloom deals 120 damage.

2 - 2 = 0

Pretty straightforward.

Hey guys I think dustinmoe is right...because Phoebe's Stadium states "psychic Pokemon pay 2 less to retreat" not "their retreat cost is now 0 " so Breloom would do 60. If for example a Pokemon has 2 retreat cost and they go to retreat they pay 2 less to retreat but their retreat cost is still 2 so Breloom does no extra damage !!

Phoebe's Stadium reduces the Retreat Cost by 2. This is constantly in effect, not just when the Defending Pokemon retreats.

If it came into effect only when the Pokemon retreated, stuff like Dark Muk would be entirely worthless.
