Ruling Phoebe's Stadium vs. Masquerain

Simply put, for the sake of Masquerain (DP Mysterious Treasures), does Phoebe's Stadium reduce the damage Masquerain deals to a psychic pokemon by using its attack that deals damage based on retreat cost (after effects)?

Of course. The retreat cost goes down, so does the damage.

I ask because it says each player PAYS two less to retreat their psychic pokemon, where something like Ariados's Sticky pokebody says that their retreat cost IS one more.

The wording can be a bit tricky and misleading, but it counts as if the psychic pokemons retreat cost really was lower. Attacks that do damage based on the Psychic Pokemon's Retreat Cost, do damage based on the modified retreat cost.
