Hey guys. Just asking about this card for combo reasons. Does this card mean that

1. The retreat cost is 2 energy less. So you treat it as 0 if you have 2 retreat or less.

2. Or if you retreat you just retreat and you treat the cost as the original cost?

Hopefully it's not confusing!!! Please answer clearer than me! Thanks
 
If it's 2 or less, you can retreat for free. If it's three or more, well, just subtract 2. Hope it helps. :)

The Retreat Cost is reduced by 2, at all times. Your first scenario is the correct one.
 
Assuming the Defending Pokemon is Psychic-type and isn't like, Base Set Alakazam, then yes. :p
