No, Strong Gust will not do 180 damage after being used twice in a row. Strong Gust's base damage is 60, and its effect is that the pokemon using it's Strong Gust attack does 60 more damage during the next turn. It does not imply that it does 60 more damage than it did during that turn, it just says "60 more damage." Even if you attacked for 120 after using it once, it will still be 120 the third time. The base damage is always 60, and the effect makes it do 60 more the next turn, adding up to 120, regardless of how many times you used the attack.
So does it stay at 120 in turn 3, or go back to 60?
Strong Gust will do 120 damage as long as you used it on the turn before. So if you use it three times consecutively, it will do 60, 120, and then 120 again. It will stay at 120 on the third turn. Keep in mind, however, that the effect only applies to the same pokemon using its Strong Gust attack and the effect will wear off if the pokemon leaves the active position somehow. Basically if you use Strong Gust with your active Pidgeot, then retreat to a benched Pidgeot on your next turn and use its Strong Gust, it will still only do 60.
